THE ODISHA LABOUR WELFARE FUND ACT, 1996
Establishments liable to deposit contribution under the Odisha Labour Welfare Fund Act,1996:
- A factory as defined u/s.2(m) of the Factories Act, 1948
- A motor transport undertaking as defined u/s.2(g) of the Motor Transport Workers Act, 1961
- An establishment as defined u/s.2(8) of the OS & CE Act, 1956 which employs 20 or more persons
- A society registered under any law in force in the State relating to registration of Societies which employs 20 or more persons
- A charitable or other trust, whether registered or not, which carries on any business or trade or any work and which employs 20 or more persons
Does not include an establishment, not being a factory, belonging to or under the control of Central or any State Government.
Notice of Opening (Form-A) (Registration) :
Every employer shall within 30 days of commencement of the establishment intimate the Welfare Commissioner in Form-A:

Timeline
Notice of opening is provided within 15 working days from the date of submission of application. The department can however raise queries on the application within 7 working days of receipt of application. Timeline will resume on receipt of query compliance.
Notice of Change (FORM-B) (Amendment) :
- Every employer shall within 30 days of any change taking place in regard to any information furnished in form- 'A', serve a notice of such change to the Welfare Commissioner, in Form B.
- In case a particular type of information changes frequently in any establishment, the notice of such change may, with the approval of the Welfare Commissioner, should be served within 15th July and 15th January.

Notice of closure (FORM-C) (Cancellation) :
- Where an employer intends to close down his business for good and sufficient reasons, he shall serve a notice of such intended closure in Form-C on the Welfare Commissioner at least 60 days before the date on which the intended closure is effective:
- Any such closure shall be in accordance with the provisions of law

Statement regarding Contribution (FORM-F) (Contribution) :
- Any person who is employed to do any work, skilled or unskilled, manual, supervisory, clerical or technical in any coverable establishment for a period of 30 days during the period of 12 months are the employees under the OLWF Act.

Timeline :
- Before 15th January in respect of employees in the pay roll during the preceding 31st December
- Before 15th July in respect of employees in the pay roll during the preceding 30th June
Fees Calculation:
- Employee’s contribution- Rs.20/- per annum
- Employer’s contribution- Rs.40/- per annum in respect of each employee.
